Batches the vikunja-sync work plus the smaller commits accumulated on local main: the todo command scaffolding, the httpx rest adapter and vikunja client, the registry sync module and project sync-vikunja verb, course-file --no-type, and the reference-cache re-clone fix.

Opened so CI verifies these commits before they land on main (direct pushes run no CI).
