Brings local-tools up to the templates baseline at 79ae5dc.

  • test.yml — test now carries needs: [code-quality], so lint and format run before the test job instead of alongside it.
  • .gitignore — adds site/ from the shared layer.
  • .coveragerc.toml — drops the two comment lines removed from the base template.

Rebased onto main: the branch previously sat on 376f6b5, whose content already landed as squash-merge 295ea0f, so only these two commits are new.
