Moves the dry-run capture and sticky-comment logic out of pr-bump-preview.yaml into a cz-preview script shipped in the image at /home/ci/.local/bin. The workflow collapses to checkout plus one cz-preview step, and script fixes now reach consumers as image releases via renovate tag bumps instead of file re-propagation. Known bootstrap wrinkle: this PR's own preview run fails once because the slim workflow on the head pins the not-yet-published 0.3.0 image; it self-heals when the merge cuts 0.3.0.
