Summary

Stacked on #17. Replaces the floating `:latest` tag in `Dockerfile.test` with the pinned digest `sha-68c87b1` so every dev (and CI) builds against the same base image bytes.

Bump in lockstep with new CI image publishes.

Verification

`make test` → 247 passed against the pinned image

Test plan

Merge after #17 lands; rebase if needed
